The Wayfinder's Charter

In a world where the space between cities is a psychic minefield, the Charter is the single most important organization in the wastes. Not a government and not an army: a professional body of guides, merchants, and scavengers who mastered navigation of the Static.

Operating environment ASI 3
The Wayfinder's Charter field imagery.
A wise captain does not fight the storm. He learns to read the currents.

The argument

Pragmatic survival through mastery of the environment. The Static is a treacherous, shifting sea, and a wise captain does not fight the storm but learns to read the currents. That single idea made them the undisputed masters of trade and transport in the Wake, and their neutrality is a carefully wielded tool that makes them indispensable to everyone.

Anya Petrova

The Charter was founded by one person. A pre-Cascade geological surveyor who survived the apocalypse in the deep wastes, Anya the Compass Petrova had a rare innate sensitivity to the new psychic landscape and was the first to learn to read the Static. She correlated her instincts against readings from damaged equipment, produced the first Resonance Charts, and invented Wayfinding. She wrote the Three Tenets as brutal necessity rather than moral code. Her handcrafted Static-Compass is the Charter's most sacred relic.

How they see you

As a client, a debt, or a risk. Their neutrality makes them a necessary partner to all three megacorporations, which is a constant frustration to clients like Kenshin who contract them for relic retrieval and then despise their refusal to take a side in the fighting that follows. Their secret war to contain the Choir is the one exception to neutrality, and it is undeclared.

The case against them

Critics call the neutrality cynical profiteering: a guild of monopolists controlling the lifeblood of the wastes, growing rich on other people's conflicts while claiming to stand above them. The Charter does not especially dispute the description.

On the tabletop

Masters of deployment and repositioning. Wayfinder forces cut across ground other forces have to slog through, treating difficult terrain as home turf and winning on objectives rather than kills.
